President Bill Clinton made that announcement in May 2000. Prior to that, the GPS signals were intentionally degraded for civilian use as a security measure, a process known as Selective Availability (SA). Removing this degradation allowed for much more accurate positioning for civilian and commercial applications, leading to significant advancements in navigation, mapping, and various industries reliant on precise location data.
